The Jammu and Kashmir Students Association (JKSA) on Saturday welcomed the government’s decision to introduce a mandatory bond service policy for NEET PG medical graduates.
The Health and Medical Education Department, through a notification issued on August 4, made it compulsory for postgraduate medical students to either serve in government healthcare institutions for two years after completing their degree or pay a bond amount of ₹50 lakh.
JKSA National President Ummar Jamal hailed the decision as a significant step to address the shortage of doctors in rural and peripheral areas of the Union Territory. He said the initiative brings hope and relief to thousands of aspiring medical students and their families across J&K. According to him, the policy balances service obligations with personal choice while remaining aligned with the guidelines of the National Medical Commission and the Medical Council of India.

Jamal further explained that mandating the bond at the time of admission and allowing an alternative to pay instead of service creates a fair system that benefits both the healthcare sector and the graduates.
JKSA National Spokesperson Zubair Reshi also lauded the move, stating that the policy would ensure the posting of qualified doctors in underserved regions, thereby improving healthcare access where it is needed most. “It creates a structured pathway for NEET PG graduates to contribute meaningfully to public health,” he noted.
Reshi further appreciated the coordination between the Health and Medical Education Department and the Finance Department in finalising the framework. He highlighted that the policy was compared with national norms before implementation, making it practical and consistent with measures followed in other states.
