New Delhi: The Medical Counselling Committee (MCC) has released an important set of guidelines regarding the refund process of the security deposit for NEET PG counselling. These FAQs address common concerns raised by candidates and highlight crucial instructions to avoid refund delays. Here are the major points every applicant should know:
Refund Timeline & Process
The security deposit will be refunded only after the completion of all rounds of MCC counselling. The MCC will announce the completion of counselling on its official website.
- The Financial Custodian will initiate refunds within 15 days of the notification and complete the process within 30 days.
- Refunds will be deposited only into the same bank account or card used for the initial payment. Candidates must ensure their cards/bank accounts remain active until the process ends.
Important Refund Rules
1. Refund to Same Account Only
Refunds cannot be transferred to a different bank account or card. Even if the payment was made using someone else’s account, the refund will go to that same account.
2. Multiple Payments Mistakenly Made
If a candidate makes more than one payment for the same Roll Number, the excess amount will be refunded after 10 days of the registration window closing.
However, 50% of the registration fee or ₹500 (whichever is lower) will be deducted as administrative expenses.
3. No Need to Request Refund
Candidates do not need to contact the Financial Custodian for the refund. Eligible candidate lists will be published on the MCC portal after counselling ends. Refunds will then be processed automatically.
Avoid Chargeback Claims
Candidates are strictly advised not to initiate chargeback claims through their banks.
- If a chargeback is filed, MCC and the Financial Custodian will be unable to refund the amount directly.
- Candidates must then resolve the issue with their card-issuing bank, which can cause significant delays.
- A chargeback withdrawal certificate (NOC) will be required for manual refunds.

Who Is the Financial Custodian?
HLL Lifecare Ltd., a Government of India undertaking under the Ministry of Health & Family Welfare, acts as the Financial Custodian. They manage fee collection and refund of the refundable security deposit on behalf of MCC.

Additional Refund Guidelines
- MCC does not cover any bank charges incurred during the payment process.
- Payments should not be made using NRI Accounts. Refunds cannot be processed to NRI accounts as per RBI rules. Candidates must use NRO accounts instead if funded via NRI accounts.
- No interest will be paid on the security deposit.
