Dehradun: Uttarakhand’s medical education policy has come into sharp focus as the state introduces one of the highest service bond penalties in India for NEET PG aspirants. PG medical students taking admission in Uttarakhand this year must sign a mandatory two-year government service bond, failing which they will face a penalty of ₹2.5 crore.
Alongside the steep service bond, the PG medical fee structure in several Uttarakhand colleges has crossed ₹90 lakh to ₹1 crore, making the state one of the costliest destinations for pursuing MD/MS courses in India.

Key Policy Highlights
Mandatory 2-Year Service in Hilly Areas
After completing MD/MS, every PG student is required to serve two years in government hospitals located in remote or hilly districts of Uttarakhand.
Bond Penalty: ₹2.5 Crore
Students who fail to serve the mandatory period must pay a ₹2,50,00,000 penalty, one of the largest service bond penalties for medical education in India.
Bond to Be Signed at Admission
Students must sign the bond on stamp paper with two sureties at the time of admission.
The penalty also applies if:
- The student drops out during the course
- The student fails to join service after course completion
- The student leaves the service period midway
