Panaji: The Bombay High Court at Goa has directed the state government to complete NEET PG 2025 counselling strictly as per the existing reservation policy, ruling that no modifications can be made once the admission process has begun.
HC Bars Any Mid-Process Changes
The High Court clearly stated that the government must follow the reservation rules that were in force on 3 November 2025. This means all rounds of PG medical counselling including degree and diploma seats must proceed according to the admission rules notified for 2024 and the reservation formula implemented since 2023.
Background: PG Seats Increased at GMC
The direction comes after Goa Medical College recently increased its PG seat capacity from 31 to 50 seats, adding 19 new seats for the 2024-25 academic year. With this, competition for reserved and unreserved seats intensified, leading to concerns about potential policy alterations.
Existing Reservation Structure in Goa
The current PG medical reservation policy in Goa includes:
- 27% OBC
- 12% ST
- 2% SC
- 10% EWS
These categories together account for 41% of the total seats. The High Court emphasized that these percentages cannot be changed during the ongoing admission cycle.

Why the Ruling Matters
- Ensures fairness, transparency, and stability for NEET PG aspirants.
- Protects students from sudden policy changes after counselling has begun.
- Reinforces the legal principle that admission rules must remain unchanged once the prospectus is issued.
Judiciary’s Consistent Stand
The court has recently struck down similar attempts to introduce new quotas or modify policies midway through counselling. It has maintained that any change in reservation or eligibility criteria must be notified before the start of the admission cycle.
