A fresh case of NEET PG counselling fraud has surfaced in Haryana, and the Punjab and Haryana High Court has made it clear it isn’t inclined to go easy on those accused of gaming the system. The court has turned down anticipatory bail for a man accused of collecting roughly ₹14.25 lakh from a parent on the promise of securing an MD/MS seat for his son.

What the case is about

According to the prosecution, the complainant was approached by people posing as “educational consultants” who claimed they had the contacts to get his son admitted to a reputed medical college through NEET PG counselling. Trusting this assurance, the complainant reportedly handed over close to ₹14.25 lakh in instalments, described as admission and consultancy charges. The FIR was registered on April 17, 2026, at Faridabad Central police station under the Bharatiya Nyaya Sanhita, 2023.

When the seat never materialised, the accused, Shahnaz Hussain, moved the High Court seeking anticipatory bail.

Why the court refused bail

Justice Virinder Aggarwal was unambiguous in rejecting the plea. The order noted that trying to bypass the officially regulated PG medical admission process by paying for a seat is a serious matter, not something that can be waved away as a routine financial or contractual disagreement between two private parties.

The court also pointed out that the money trail still needs to be traced, and the roles of other people allegedly involved need to be examined; this, the judge said, is exactly the kind of thing that custodial interrogation is meant for, so denying bail at this stage was justified. Importantly, the High Court clarified it wasn’t passing any judgment on guilt or innocence — that’s for the trial to determine — but simply that this isn’t a case for pre-arrest bail.

Cases like this keep resurfacing every counselling season, and they follow a familiar script: someone claiming “contacts” or “consultancy” access promises a seat outside the official merit-based process, in exchange for a large upfront payment. With reports of NEET PG aspirant data allegedly leaking online in the past few months, scammers have gotten more convincing, often quoting a candidate’s actual rank or score to sound legitimate.

The takeaway for students and parents remains the same: MD/MS admissions happen strictly through NEET PG counselling authorities (state or central), based on rank and merit. Anyone offering a “guaranteed seat” for money, outside this process, is almost certainly running a scam and as this ruling shows, courts are increasingly treating such cases as serious offences rather than private disputes.
