New Delhi: The National Medical Commission (NMC) and the Medical Counselling Committee (MCC) have issued a fresh notice (Ref. U-11011/07/2026-MEC, dated 30.07.2026) expanding the list of designated Disability Certification Centres authorized to issue valid Disability/Eligibility Certificates for candidates applying under the 5% PwD (PwBD) reservation quota for UG, Broad Specialty PG, and MDS courses. The updated list now covers 62 centres across states that previously had little to no representation, including Bihar, Chhattisgarh, Jharkhand, Andhra Pradesh, Manipur, and multiple regional centres within Karnataka.

As per NMC norms, only certificates/eligibility letters issued from these notified Medical Assessment Boards will be accepted during NEET UG/PG counselling for PwD quota eligibility.

Why the Centres List Matters for NEET PG 2026 Counselling

Certificates from any hospital outside this notified list will not be accepted for PwD quota, regardless of how genuine the disability assessment is. Only candidates who obtain the Eligibility Certificate from a designated MCC Medical Assessment Board will be shown PwD seat choices during counselling. If the UDID card or affidavit submitted is found to be fake, the seat will be cancelled and legal action initiated against the candidate – this is new and stricter language versus the 2025 notice. The Eligibility Certificate is valid only for the academic session in which it is issued, so it cannot be reused across years.

NMC has identified 33 Disability Certification Centres across India. These include major government medical colleges, national institutes, and specialty hospitals covering all types of disabilities, including locomotor, visual, hearing, speech, intellectual and behavioural categories.

Documents Required to Obtain the PwBD Eligibility Certificate

As per the 2026 Guidelines, candidates must carry the following to their chosen Medical Assessment Board:

  1. NEET UG/PG 2026 scorecard demonstrating eligibility for the course.
  2. Permanent UDID card issued by the Department of Empowerment of Persons with Disabilities (Divyangjan), Ministry of Social Justice and Empowerment, GoI.
  3. Self-certified affidavit declaring functional abilities, in the format specified in Schedule-I.
  4. Self-Certification Affidavit (Appendix-A) and a disability-specific affidavit in the prescribed NMC format (Appendix-B to F), depending on the candidate’s disability category.
  5. Previous medical records, test reports, and any existing disability proof.
  6. Assistive devices in use (spectacles, hearing aids, LVAs, prosthesis) for accurate assessment.

Step-by-Step Process to Get Your Disability Certificate

  1. Shortlist your nearest designated centre from the state-wise list above based on your disability category and specialty coverage.
  2. Book your assessment slot early – appointment slots at high-demand centres (Delhi, Mumbai, Chennai) fill up fast once counselling rounds begin.
  3. Carry all required documents, including your UDID card and the relevant self-certification affidavits (Appendix A–F).
  4. Appear for physical examination at the centre; the board quantifies your disability against the UDID card and affidavit details.
  5. Receive your Eligibility Certificate, generated online by the centre once the board is satisfied on eligibility criteria.
  6. Upload/submit the certificate during the counselling process – only then will PwD seat choices become visible to you.

PwD Reservation: Eligibility Criteria & Percentage

  • PwD/PwBD reservation is a 5% horizontal reservation under the Rights of Persons with Disabilities (RPwD) Act, 2016, applied via NMC norms (Gazette Notification No. MCI-34(41)/2018-Med./170045, dated 04/02/2019).
  • Being “horizontal” means the 5% quota cuts across every vertical category – General, EWS, OBC, SC, and ST.
  • Candidates need a minimum 40% benchmark disability as defined under the RPwD Act to qualify.
  • Meeting the 40% threshold is necessary but not sufficient – NMC guidelines separately specify which disabilities and severity ranges are compatible with pursuing an MBBS/PG medical course, with or without assistive devices. That determination rests with the assessment board, not the candidate or their treating doctor.

Why PwD Candidates Must Visit Only These Centres

  • These centres strictly follow NMC, RPwD Act 2016, and Gazette norms.
  • Certificates from any other hospital or doctor will not be accepted for PwD quota.
  • Medical boards at these centres include specialists across disciplines to ensure accurate disability assessment.

Important Instructions for PwD Candidates

  • Carry previous medical records, test reports, and disability proof (if available).
  • Visit the centre well before counselling deadlines – slots disappear quickly once rounds open.
  • Ensure the certificate is issued in the prescribed NMC format.
  • Visual disability candidates should carry their own LVAs where applicable.
  • Keep every original document safe – you’ll need the same set again at verification during college reporting.

How many Disability Certification Centres are there for NEET PG 2026?

As per the MCC notice dated 30.07.2026, there are 62 designated centres across India, up from 33 in 2025.

Can I get a PwD certificate from any government hospital?

No. Only certificates issued by the notified Medical Assessment Boards on the official list are valid for NEET UG/PG counselling.

Is the UDID card mandatory now?
